Make Namsai open defecation free dist: Mein

ITANAGAR, Sept 30: Agriculture, Horticulture, Veterinary and Diary Development Minister Chowna Mein gave a clarion call to make Namsai an open defection free district.

Launching the Swachh Bharat Mission at Namsai yesterday, Mein exhorted the people to change the old mind set of open defecation and maintain high degree of health and personal hygiene. He said that the dream for making Arunachal and the country open defecation free will remain a distant dream until and unless people inculcate in them civic sense. He sought everyone’s cooperation in making Namsai an open defecation free district.

While highlighting the impacts of plastic wastes on our health and environment Mein favoured imposition of blanket ban on use of polythene in Namsai.

MLA Chow Zignu Namchoom appealed for provision of toilet facilities in all public places and offices for common man. He advised the Panchayat leaders to adopt use of toilet and disseminate the awareness programme to each and every corner of the district.

Namsai Deputy Commissioner R K Sharma asked all stake holders to shoulder the responsibility for successful implementation of Swachh Bharat Mission during the month-long national sanitation campaign. He directed all the departments to appoint nodal officer on Sanitation within October 10. Tayum Tok, Executive Engineer cum Member Secretary Lohit and Namsai district highlighted the crucial issues of sanitation at national, state and district level and appealed to the PRI members and all other stakeholders to make concerted efforts to make “Swachh Bharat Mission” a grand success.

Later, Mein administered sanitation pledge to more than 650 participants before flagging off Sanitation Awareness Vans for Namsai, Chongkham and Wakro, which will travel to each and every Panchayat of the district to spread the sanitation message.

 

 

A broom and the river

Remember Arvind Kejriwal, the broom wielding bureaucrat turned chief minister of Delhi? He has since slipped into oblivion after tormenting the day lights out of rival political parties with media playing it out to the full and catching the imagination of the citizens pinning their hope for a better system. 

BJP, the arch political rival of Aam Aadmi Party have certainly not yet forgotten tormentor Kejriwal. It even seems to have learnt a thing or two from Mr Sweeper going by the number of politicians taking up broom to make our country Swachch Bharat. 

Under the ambitious programme towards total sanitation, the BJP government intends to cover every household by 2019 through the Swachch Bharat Abhiyan programme.

The programme is a tribute to 150th birth anniversary of Mahatma Gandhi.

The UPA government too had something called Nirmal Bharat Abhiyan (NBA), which is replaced with Swachch Bharat Abhiyan, that planned to achieve 100 per cent access to sanitation for all rural households in the country by 2022.

Total sanitation efforts are not new. Way back in 1986, Central Rural Sanitation Programme (CRSP) was initiated to provide sanitation facilities in rural areas.

Even though agencies responsible for implementation have been ambitious, such programes have barely been successful. Our country continues to be extended garbage bin where people prefer defecating in public for lack of facilities.

Concerted  efforts of citizens, more so the school children, the people at the grassroots and Panchayat Raj Institutions can play a serious role in making the programme a success. Instead of looking at the programme as just another scheme, the department responsible need to involve all sections of society.

Meanwhile, soon we will be inundated with pictures of broom wielding politicians, workers and bureaucrats clueless where the accumulated garbage goes.

Case in hand is Arunachal Pradesh’s capital region. Like good citizens, we throw our garbage from the windows directly to the street. The Municipal Corporation apparently does not have enough money to keep the city clean, so most often we stumble on the garbage. Heaps of rotting waste is seen littering at every possible street corner. The smell can be intimidating as our favourite pigs put all their efforts to recycle the waste which we dump with extreme carelessNESS. Many households prefer to do it simple; route the waste straight to the nearest rivers and channels, thus clogging and polluting it for good.

Yours truly, like a good tourist was sitting near a river admiring the beauty and breathing in tranquillity of the area in one of the district Headquarters couple of years ago.

A   friend came rushing, with his mouth covered with  hands, saying something incorrigible as he start to pull me up.

As we reached a “safe” distance,   he announced, “minister ka ghar ka toilet tank nehi hain, ghar se sheeda nadi me aata hai”. Apparently, I was sitting at the strategic location!

We are so caught up in our own small world that we can’t even clean the dirt and stink that emanates from where we are sitting.

The rivers on their part, meanwhile keep flowing and keep sweeping away our filth.

 

 

Forum writes to CS

ITANAGAR, Sept 30: The Pangin Boleng Intellectual Forum has written to chief secretary alleging that mass transfer of government official is taking place on political ground. Leveling serious allegation against local MLA cum education minister Tapang Taloh, the Forum claimed that those government officials who went against him during last general election are being shunted out from Boleng and Pangin circle.

“It is very unfortunate that in last four months around 50 number of Government employees have been transferred out from Boleng and Pangin by the Government. It is also learnt that transfer order of another 50 to 60 Government employees of the area are under process. The reason of this mass transfer is very simple as they are alleged to have voted against the present MLA. How a voter can be alleged in this way so long as the secret ballot voting system is being maintained?” the forum questioned. They also added that by adopting such tactics, the incumbent is challenging the adult franchise right of the citizen enshrined in the Constitution of India.

“The sincere and highly dedicated government staffs have been transferred, whereas those officials who neglect their duties and are loyalist of our MLA have been ignored. Those staffs particularly teachers who are said to be the builders of the nation have been transferred during this mid-session which will hamper all the teaching and learning processes. Also for the first time transfer and posting of casual staffs from one district to other is taking place,” the forum wrote in the memorandum. Further the  Forum added, “For us, who are educated and on whose shoulders, the future of our society, state and the nation as a whole depends cannot tolerate such practices of our MLA. If voting is a crime for which punishments are awarded in the terms of transfer and posting, we feel that violation of voting/election in the next panchayat and general elections will be the best way to treat such illegal practice of Government.”

The forum further warned that they will launch series of democratic movements in the form of pen down, bandh call, etc. within the constituency unless advance TA are sanctioned and granted to all the staffs who have been issued transfer order.

 

 

IAS officers can be posted as ADCs only in junior scale’

ITANAGAR, Sept 30: “There is no parlance either in the IAS cadre fixation or pay fixation rules as very junior IAS officers or senior IAS officers,” said a group of IAS officers while reacting to the memorandum of the Arunachal Pradesh Civil Service Officer’s Association (APCSOA) submitted recently to the state government for streamlining the posting of IAS and APCS officers in the state.

The APCSOA in its memorandum claimed that the government had posted ‘very’ junior IAS officers to hold the posts meant for senior officers.  It had said that the posts of DCs should be held by senior IAS officers or APCS (Admin Grade).

While pointing out the view of the APCSOA that the IAS officers who have not completed 4 years should not be posted as ADC, they said IAS officers can be posted as ADCs only in Junior Scale as there is no post in Senior Scale as Additional Deputy Commissioner (ADC) in any territory of AGMUT Cadre.

“The argument that the posts like Commissioner/ Secretary (Home/ Vigilance) should be entrusted only to the officers with rank and status next to Chief Secretary of the State is also negated, as the post of Development Commissioner is the only post in the HAG next to the Chief Secretary in Arunachal Pradesh,  the group of IAS officers said in its memorandum  addressed to the Commissioner-cum-secretary (Personnel), Govt of Arunachal Pradesh.

On the demand for constitution of separate IAS cadre for Arunachal Pradesh, they said  it is a decision that needs to be taken only after consulting all the stake holders – state Govt, DoPT, MHA and the AGMUT cadre IAS officers – after giving due opportunity to logically put forward their respective views.

 

 

Tawang rocked by rape and murder of a woman

ITANAGAR, Sept 30: Peaceful Tawang district was again rocked by another incident of rape and murder case.

A local resident of Jang village was raped and brutally murdered on September 27 at Pangi labour camp, about 48 km from Jang. After raping her, the rapist(s) allegedly strangled her to death.

The body of the woman was spotted by neighbours on the next day at around 3 pm in the residence of one Arun Rai, a handy man working under BRO.

Jang police swung into action after getting the information and registered an unnatural death case (no UD C/No- 3/14) under section 174 CrPC at Jang police station against the two main alleged accused reportedly from Assam.

Police also recorded statement of the handyman, also a prime suspect.

The two main alleged accused are absconding since September 27 last, after committing the heinous crime while the handyman is also on the run after giving his statement at Jang police station.

Meanwhile, the BRO labourers union has strongly demanded justice for the victim and immediate arrest and exemplary punishments for the fugitives. It also called on the 90 RCC for extending financial help to the family members of the victim and immediate release of all her dues.

The victim was working as a casual paid labourer under OC, 90 RCC, BRO, Jang- Ramasapper road and was married to Sona Lal and is survived by a daughter and a son.

The body of the deceased was brought to District Hospital Tawang for post mortem today, as per information shared by Tawang Vigilance.

 

 

Women Commission conducts awareness camp

ITANAGAR, Sept 30: Arunachal Pradesh State Commission for Women (APSCW) in collaboration with Arunachal Pradesh Women’s Welfare Society (APWWS), Seijosa branch organized a day-long awareness camp under National Commission for Women (NCW)’s “Chalo Gaon Ki Or Chalo” to create awareness among the womenfolk about the importance of education, maintaining good health and hygiene and their legal rights at Seijosa yesterday.

While addressing the mammoth gathering, APSCW Chairperson Gumri Ringu highlighted the various provisions on gender equality in the Constitution and anti-rape bill and legal remedy provided in the law. The Chairperson said that East Kameng district has made a significant contribution towards women empowerment and female achiever like Late Nyari Welly, Late Nani Natung, Makap Dolo and present Parliamentary Secretary for Women and Child Karya Bagang are hailed from this district.

ZPM Pani Tayum informed that 50 percent of the Anchal and Zila Parishad member and 70 percent of the Gram Panchayat member of 14th Seijosa are represented by women. Tayum also informed that percentage of girl child education is 68.6 percent as compared to 62 percent of boy.

Advocate Kani Nada Maling, Legal Advisor of APSCW spoke on various women friendly laws while former Secretary General of APWWS Dipti Bengia Tadar spoke on the importance of girl education and cleanliness.

Member Secretary Yame Hegio spoke about the powers and functions of the APSCW.

Anchal Chairperson Renu Tayo Kenu also spoke on the occasion.

Meanwhile, the Commission strongly advocated for posting of female police personnel in every police station to deal with women and child cases.

The ZPM Seijosa Pani Tayum, Anchal Chairperson, Renu Tayu Kenu, Anchal Samiti Members, Officer-In-Charge of Seijosa, H.S Dhami and ASI S.S Rawat and APWWS members of Seijosa branch also attended the programme.

 

 

Phurpa advocates WHS for Thembang and ACL

DIRANG, Sept 30: Parliamentary Secretary (Hydro-Power Development) and Dirang MLA Phurpa Tsering has advocated World Heritage Sites for Thembang and Apatani Cultural Landscape during the opening of the Thembang Circle Office here today.

Expressing gratefulness to Apatani Govt. employees serving at Dirang for facilitating the exposure trip of Thembang WHS Managing Committee to Ziro and acknowledging the visit of Union MoS Home Affairs Minister Kiren Rijiju to ZFM and briefing by SMILE, Ziro and AYA on WHS, Phurpa said:  “I am sure proposal for fund requirement for ACL has already been submitted and so I urge the Thembang WHS team also to make a detailed proposal to be submitted to Kiren who is also visiting Dirang on 2nd October next. We will also use the good office of state Tourism Minister Pema Khandu if needed for the good cause”, he added. Meanwhile, the MLA also pledged Rs 50 lakhs from his end to be used for the ‘Dossier Preparation’, Awareness Programmes and renovation works of the heritage fort.

Earlier during the day, the Thembang CO office was made functional today with its formal opening by Phurpa in presence of Dirang Additional Deputy Commissioner D.Riba, Thembang ZPM Jam Tsering, HoD’s of Dirang and public of the area.

While pointing out that the same had been a long felt demand of the people of the block covering many large and far-off villages including Thembang, Namsu, Chander, Pangma, Gontung, Cheron, Panchavati, Semnak and Lachong which are located between 20 to 30 kms away from Dirang Township, Phurpa said: “My priority is that Govt. offices, hospitals and schools should be made easily accessible to public and services delivered at their doorsteps”. Keeping in mind the distance constraint of these villages, Phurpa also informed that the popular ‘Mobile Fair Price Shop’ would also be introduced for this block within a month which will ease the problems of transportation of PDS items.

Informing that the said office had been constructed way back in 2002, ADC D. Riba said that it could not be made functional so far due to lack of water and power supplies. He also added that the ‘Mobile Fair Price Shop’ would greatly ease the problems of people of the block.

With the opening of this office, people of this block would not need to travel all the way to Dirang for their routine official works including renewals of official documents, licenses, issue of birth certificate, ST certificate etc.

Later during the day, State Tourism & UD Minister Pema Khandu along with UD Chief Engineer Taba Tedir arrived here on a two-day official tour to attend few important functions at Dirang and Bomdila.  

 

 

Hindi Divas and Gandhi Jayanti

DOIMUKH, Sep 30: Blending the events of Hindi Divas and Gandhi Jayanti, the department of Hindi, Government College Doimukh today organized ‘Hindi-Gandhi Aur Rashtriya Ekta’ programme to acknowledge the importance of Hindi language and also to commemorate the birth anniversary of Mahatma Gandhi, here at its college premises.

Addressing the gathering, Director of Higher and Technical Studies Joram Begi said that the success of Hindi language in the state can be understood with the fact that the highest numbers of National Eligibility Test (NET) qualifiers are Hindi students.  

However, stating that Hindi no doubt have given a common platform for communication among different tribes of Arunachal Pradesh, Begi added that due importance should also be given to respective indigenous dialects so that it survives, especially by youths.

Begi also appealed them to participate in the mass cleanliness drive, which has been initiated under ‘Swachh Bharat Abhiyan’ across the state, by cleaning their college surroundings and also their respective residential areas.

Further stating that the most important thing that India needs now is cleanliness, Begi urged the students and faculties present to give their contribution towards cleanliness drive which he opined would be an honest tribute to Mahatma Gandhi.  

Professor Reshab Dev of Hyderabad University who attended the programme as special guest said that regionally spoken Hindi like that of Mumbai, Kolkata, Hyderabad, Arunachal and others, though may not be grammatically sound but should be adopted and given equal recognition as it make Hindi language as national language in true sense.

The main attraction of the programme was the creative satirical statement on educational scenario of the state, delivered in a form of street play titled ‘Jahan Shiksha Ki Buniyad Nahi Hai’. The street play was performed by a group of 44 students which was led by assistant professor Tai Togung, department of Hindi, Government College Doimukh.

 

 

Puja Donation Or Extortion ?

Assam was once known for its greenery, lush green tea gardens, huge oil and cold reserves, limitless paddy fields and of course, the Bihu which is synonymous with joy and happiness. The legendary singer late Dr. Bhupen Hazarika effectively show-cased the folk music of Assam and Assam’s rich and varied culture in the whole world. He described Assam as a land of plenty and the world believed in his words through his unique rendition of Assamese, Bengali and Hindi songs. But paradoxically, today, Assam is known for all the wrong reasons. The abominable bandh culture that cripples life not only in Assam but also in the whole Northeastern states because Assam happens to be the gateway to the Northeast has sadly become a regular feature. Sometimes I wonder if there is a government in Assam and if there is one, then the governance is visibly absent in all spheres in the hitherto beautiful state. Come Vishwakarma Puja, Durga Puja, Bihu and other countless Hindu Pujas, the Highways and all the roads in Assam turn into a fertile ground for extortion in the guise of donation. Groups of young boys and girls roam on the roads looking for prospective victims and demand donations often by using languages that should shame the whole Assamese community. The worst is, the donation seekers [read extortionists] often block the roads by using ropes or by standing on the roads thereby causing traffic snarl and great inconveniences to the weary travelers. They fail to understand that donations are given in charity for a good cause and it’s up to the donor what amount he donates. But to the great chagrin and utter frustration of the travelers, the ‘extortionists’ demand more amount. Interestingly, this open donation or extortion is carried out in the broad day light and right in front of the Assam Police personnel who themselves are known for their notoriety and for asking money from the unsuspecting drivers all over Assam without any inhibition or remorse. The Police men in uniform quietly watch the drama and don not bother to intervene. In fact, their sharp eyes are turned towards the poor and unwilling donors to find out how much they are parting with from their hard-earned money. This lackadaisical attitude of the Police whose bounden and sacred duty is to help the tormented people, smacks of a despicable and unwarranted nexus.

Incidentally, these donation seekers are more active in the foothills where people from the other Northwestern states including Arunachal Pradesh frequently travel. These ‘hooligans’ are well aware that the innocent tribal people are easy and vulnerable targets for extorting more money because they are simple, gullible and credulous. It is indeed disgusting to travel through the much-maligned state Assam that prides itself as the big brother of the entire Northeast, especially during the Hindu pujas and Bihu. This time while travelling from Khonsa to Ziro, I told my wife to keep Rs 50 and Rs 100 notes in readiness to satisfy the greed of the ‘looters.’  We had to give donation to not less than 14-15 groups who were smiling shamelessly as their greedy hands extended towards my wife’s hands to receive the booty. They were oblivious of the fact that we were giving them unwillingly. They were also least bothered about the fact that they were cheating the people in the name of their Gods and Goddesses. What a shame indeed! I am an out and out secularist and believe in all the major religions without being a fanatic. In this context, I admire the Islam faith. I have never come across the Muslims asking for donation during Eid or any other Muslim festival. The Christians seek donation during the Christmas. But not in the way the Hindus are doing. Such mindless acts can potentially sully the image of any religion or community.

I just cannot fathom how some people enjoy and celebrate their pujas or festivals by using the forcibly collected money from the innocent travelers. Don’t they feel a sense of guilt at all? I wonder how they sing and dance during the Bihu by making a big hole in some one’s pocket in the name of donation. Earlier, the people used to donate willingly out of love and any amount was accepted with great happiness. But in sharp contrast, today, the very word donation has become a dreaded word.

In many districts of Arunachal Pradesh also some communities used to seek donations from the shopkeepers and other government departments during their festivals. But today, many communities have realized the negative impacts of seeking donation from the outsiders. In Tirap, during the famous Chalo Loku we no longer ask donation from the outsiders but manage our own resources through various legal means.  This culture of donation has surely tarnished the image of the Hindus in no small measure. This may be the reason why today, only one or two Puja pandals can be seen in Khonsa whereas in the past there used to be seven to eight pandals. Of course, the local people having embraced Christianity, is also a big factor for the dwindling puja activities in Khonsa and other places of the district. It is sad to observe the sad demise of the Pujas.  During our childhood we used to enjoy the pandal hopping, taking prasads and of course, the cultural nights. Today, these things are truly a thing of the past.

Having said that the Assam government must do something urgently to check the uncalled for and unbecoming activities of the unscrupulous people on the roads during the Pujas and Bihu who virtually extort money in the name of donation and create great inconveniences for the travelers. By indulging in such a shameful act, they are also sullying the image of Assam. More Police personnel should be posted at vulnerable areas, especially in the foothills where these donation seekers thrive the most. The people in Assam should celebrate their Pujas and the Bihus with great joy and enthusiasm without bringing untold sufferings to others. They should realize that Pujas and Bihus foster love, peace, brotherhood, happiness and joy but not by making big holes in others’ pockets. Happy Durga Puja to one and all! Meeting on Swachch Bharat Abhiyan

ZIRO, Sept 30: A coordination meeting was held at Ziro today regarding the celebration of Swatch Bharat Abhiyan.

Chairing the meeting Deputy Commissioner Krishna Mohan Uppu sought coordination from all the concerned departments specially DRDA, PHED, DMO, RWD and DDSE for the successful celebration of Swatch Bharat Abhiyan. He requested the school authorities to impart such good habits to the children and directed the DDSE to issue oaths on cleanliness that has to be compulsorily pledged by all the children.

He urged the concerned authority to submit status reports and resolutions adopted by every Village Water and Sanitation committee (VWSC) within a week and advocated for review meetings every month to maintain the continuity of the program. He also said that all the govt. functionaries such as ANM, ASHAs, AWW workers etc should be involved and NGOs should also be made a part of the programs to garner a mass social base.

District Statistical Officer Nani Sambyo felt that the guidelines regarding all the committees formed under various cleanliness and sanitation programs should be widely circulated and the concerned departments should regulate the conformance and the progress of the programs.

AYA president Taku Chatung requested the DUDA authorities to place trucks for collecting garbage from areas even if not notified as urban occasionally.

Er. P K Thungon DD, DUDA dealt in detail regarding the Swatch Bharat Abhiyan program guidelines. He requested all the departments to mobilize their man and machine for the success of the program.

The meeting was attended by all the HoDs, representatives from NGOs, Bazaar Committees, Mazdoor unions, School principals and headmaster and PRI members. DIPRO

 

 

National painting competition

ITANAGAR, Sept 30: The Indian Council for Child Welfare – Arunachal Pradesh in collaboration with the Don Bosco Youth Centre Itanagar organized the National Painting Competition 2014 for the first time in Arunachal Pradesh at the Don Bosco Youth centre Vivek Vihar  today among the school children of age between 5- 16 years and also The’ special group ‘for differently abled children from 5- 18 years .

The General Secretary of Indian Council for Child Welfare –Arunachal Pradesh Mepung Tadar Bage briefed the children about the rules of the competition and the Scheme covered under the National Painting Competition.

She informed that the winners of the National Painting Competition will be eligible to receive Scholarship per month on year to year basis till the Child attains the age of 18 years or completes class XII, whichever is earlier during their schooling years. However, scholarship will be given to only those winners whose family income does not exceed Rs 5000 per month.

The paintings selected for the award will entitle the child concerned as per the existing scheme to receive cash prize of Rs 5000 for first prize, Rs 3000 for second, Rs 2000 for the third prize, Rs 500 for each of the two consolation prizes, a silver medal and a certificate.

Only the first, second and third prize winners will be invited at Delhi to receive their prizes and prizes of consolation winners be given in Itanagar.

The competition was participated by students from Government and private schools from Itanagar to Doimukh. The Donyi Polo Hearing Impaired School under the special Group also participated in the competition.

The winners of the State level competition will be forwarded to the Indian Council for Child Welfare New Delhi by November 30, 2014. Maximum of 5 paintings in each category will be sent to New Delhi for the final selection which is expected to be declared by April 2015, she informed.

She also informed that Indian Council for Child Welfare Arunachal Pradesh had recommended Epi Basar for her bravery Act during the fire outbreak in Nigam Village, Basar 2011 and she was among one  of the few proud brave girl  in  the country to  receive  her National Bravery  Award on 26th January 2012 by the President of India.

ICCW- AP during this year has recommended Mst. Rumo Meto from Lower Dibang Valley for the National Bravery Award 2015 and he is expected to receive the Award on Republic day on 26th January 2015.

The General Secretary asked the participants to share the knowledge of the existing National Bravery Award so that many more deserving children receive the prestigious award and show the exemplary act of courage in inspiring many children and youth of Arunachal Pradesh.

Vice President ICCW AP Advocate Sunil Mow also spoke on the occasion ,

Childline coordinator Jangphun Tangjang and the team members, teachers and guardians also interacted with the participants during the Programme.

Durga Puja greetings

ITANAGAR, Sept 30: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma  and Chief Minister Nabam Tuki have conveyed heartiest festival greetings to people of Arunachal Pradesh on the auspicious occasion of Dussehra and Durga Puja.

In his festival message, the Governor said that Dussehra and Durga Puja signify the triumph of righteousness over evil. The festivals remind all the power of ethical and moral values and value systems that are so deeply embedded in society. He expressed hope that the festivity will further strengthen the spirit of virtue to fight against all evils.

May Durga Puja and Dussehra this year inspire all to follow the path of virtue and usher in peace and happiness for all, the Governor wished.

In his festival message, Tuki said that the occasion reflects the triumph of truth over the evil which would remain so for all time to come and exhorted the people to be truthful and honest.

He expressed the hope that the festival would bring peace, prosperity and communal harmony in the state.  

 

Flying Squad conducts surprise visit to Govt. offices

DAPORIJO, Sept 30: A Flying Squad consisting of DC in-charge O. Lego (EAC) and CO Koj Tacho conducted a surprise visit to government offices at Daporijo to check the attendance of officers and officials during office hours yesterday.

GBs demand restoration of damaged bridge

ITANAGAR, Sept 30: The lone wire rope suspension bridge over Pare River at Laptap village under Toru circle of Sagalee sub-division was damaged by flood in Pare river during the last rainy season.

The bridge serves as the lifeline for the people Laptap and other adjoining areas as it connects the agriculture and horticulture fields of the villagers. The farmers have been facing great problem due to damage caused to the bridge as they were unable to reach their horti-agri fields, informed the GBs of Laptap. They appealed to the state government to sanction adequate fund from any source for early repair and maintenance of the bridge.

 

Teachers training on Mathematics held

CHANGLANG, Sept 30: A team of officials from education department Changalang conducted training on teaching of Mathematics at Primary level for in-service teachers at Vijaynagar recently.

The training was attended by teachers from all schools of Vijaynagar circle.

Besides, Mathematics training, the team also visited various schools and took stock of the prevailing situation of the school infrastructure, school equipment and books available in stock. The DDSE also discussed the various issues and problems faced by the institutions in the circle and assured to look in it within short period of time. DIPRO

 

Social service to mark the National Sanitation Awareness campaign

ROING, Sept 30: The Lower Dibang Valley District Administration lead by Deputy Commissioner Shiv Kumar and Parliamentary Secretary cum MLA Roing, Mutchu Mithi conducted a mass social service at Roing township today under the banner of National Sanitation Awareness Campaign 2014.

While making awareness on the need of sanitation, Deputy Commissioner has exhorted all the shopkeepers to keep their surrounding neat and clean and to compulsorily keep a dustbin in front of every shop to throw the waste materials. He directed them not to throw their waste materials, polythene bags, etc here and there but to put them in the dustbin and disposed it in the Waste Lifting Vehicle of DUDA when it arrives next day. He also strictly warned them of serious action if they fail to abide by his direction.

Physical Health Education & Water Supply Division, Roing, Executive Engineer Subhat Pertin informed that the Ministry of Drinking Water & Sanitation, Govt of India has launched an extensive ‘National Sanitation Awareness Week’ from September 26 to October 2, 2014 to mark the launching of Swachch Bharat Mission on October 2 next.

Accordingly, the PHE & WS Division, Roing has launched National Sanitation Campaign on September 26 last in the district which shall be continued up to October 23 next.

YOMA organizes AIDS awareness campaign

ITANAGAR, Sept 30: The youth organization movement of Arunachal Pradesh (YOMA) today organized awareness campaign on HIV/AIDS & STDs at Govt. Higher Secondary School, Ganga village Itanagar.

The programme was attended by all the student of the school, principal, teachers and all the faculty members of the school. The awareness programme consisted of two parts. The introductory part that is the origin, facts and myths about the HIV was explained by advocate Jumi Lomi. She appealed all the students to share the knowledge which they gather from such programme to other people. Principal of the school Ego Doye who is a national awardee in the field of education sector took the awareness programme as an opportunity to explain and impart the students the knowledge of such deadly disease. He opined that such awareness would be more effective if such informative and knowledge giving activities are introduced under adolescence education programme as a compulsory part of their school syllabus.  President YOMA also spoke on the occasion.

 

Forum demands proper land compensation

ITANAGAR, Sept 30: While assuring to extend cooperation in construction of the four-lane highway from Banderdewa to Itanagar, the Itanagar-Banderdewa Highway Land Affected Peoples Forum has  appealed to the state Govt to take necessary action to provide compensation for  land and properties to the  highway affected people under various provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, (30 of 2013).

In a memorandum submitted to chief minister, the Forum while welcoming the construction of Banderdewa-Itanagar four lane highway, said that commercial plantation, horticulture-agriculture garden, forest plantation and many dwelling houses of OBT, MIBT, SPT and RCC type etc fall under the  RoW of proposed alignment  for construction of 4-lane national highway. It is very clear that, many people will be left homeless due to evacuation from their plot of land, the Forum said.

Claiming that lakhs of rupees are required  for construction of  a dwelling house in a hilly place like Arunachal Pradesh, the Forum demanded payment of land development charge as per CPWD rate on land cutting/formation, filling and leveling charge.

 

AAPPTF writes to parl. secy

ITANAGAR, Sept 30: The All Arunachal Pradesh Public Transport Federation (AAPPTF) led by Ruhi Tagung has submitted a representation to parliamentary secretary of transport recently. The Federation has sought implementation of Chief Minister Transport Subsidy scheme stating that it will help to solve the unemployment problem by providing income generation opportunities.

Federation also called for regular conduct of state transport authority meeting involving stakeholders including officials of transport department, private commercial vehicle owners, drivers, passengers and general public.

Various issues plaguing transporters and the problems faced by citizens should be discussed and debated in such forum, they added. AAPPTF emphasized on the need to hire more personnel to make transport department a robust one.  They urged the state govt. for immediate sanctioning of five posts of district transport officer (DTO), three posts of Deputy Director Transport (DDT), ten posts of Motor Vehicle Inspector (MVI) and other required manpower as soon as early.

 

EDP training for selected PMEGP beneficiaries conducted

DAPORIJO, Sept 30: The District Industry Centre, Upper Subansiri conducted a two-week long EDP (Entrepreneurship Development Programme) training for selected beneficiaries under PMEGP scheme 2014-15 from Sept 15 to 27.

In the EDP, 140 beneficiaries from the various circles were given training on PMEGP guidelines, role of DIC, accounts/stock book maintenance, entrepreneurship development, Consumer Protection Act, fiscal incentives under North East Industrial Investment Promotion Policy (NEIIPP), agriculture & horticulture based industry etc by the Chief Manager (SBI), Field Officer (SBI), Field Officer (RBI), ACLM, HDO, DAO, DDTH, DDI, Inspector (LM) and EI.

During the valedictory function, DDI Tuli Basar highlighted the main features of PMEGP and the norms prescribed in the guidelines. DC in-charge O. Lego and ADC, Dumporijo O. Jamoh encouraged the beneficiaries for judicious use of bank loans and government subsidy with proper setting up of their industry units. They also advised all the beneficiaries to repay their bank loans in time and not to be defaulters, which would hamper in their reputation as entrepreneurs. DIPRO

 

Local MLA visits village

ZIRO, Sept 30: Local MLA Tage Taki today visited Dutta village to get first hand information about the problems being faced by the village people after being invited by All Dutta Development & Welfare Committee (ADDWA).

The MLA visited Dutta Paph, its approach footpath Siilang Lembo and the main village. Later, addressing brief public meeting, the MLA assured to extend all necessary help for early roofing of the Lapang (sacred religious platform) in view of the ensuing Myoko festival to be hosted by Dutta village in March next, construct and renovate the water source including village wells and a bus waiting shed.

The MLA suggested ADDWA to organize a mass social service in November to clear the drains after which he will take necessary steps for repairing the drainage system. He also suggested villagers to widen their village road up to six meters to allow the entry of fire tenders (trucks) during fire and other emergency cases.

Earlier, ADDWA submitted a four-point memorandum to the MLA.

The executive members of ADDWA, panchayat leaders, GBs, intellectuals and public were present during his visit.

Dutta Paph of Dutta village was the first administrative centre for the then undivided Subansiri district.  The Dutta villagers donated major part of their land without claiming any compensation for construction of the airfield. Besides, the village is geographically located at the centre of Apatani plateau, Ziro. In spite of these facts, the people are still facing various numerous problems like lack of drinking water supply, poor drainage system etc.

Indo-China border stand-off defused for time being

China on Tuesday said the stand-off with India at the Ladakh region has been resolved as both sides had completed simultaneous withdrawal of troops. India and China have completed withdrawal of troops from a stand-off at the border on Tuesday, the Chinese foreign ministry said in a statement. This is the first time that China has admitted there was a border stand-off.

Earlier the official line from Beijing was that the border has not been demarcated, and therefore one cannot talk about intrusion or stand-off.  The two armies were engaged in a stand-off at Chumar region in Ladakh, coinciding with the first visit of the Chinese President Xi Jinping to India.  Tension in the area erupted on September 21 when some Chinese workers, who were constructing a road on their side, crossed into the Indian side and also claimed that they had orders to build a road up to Tible, 5-km deep inside Indian Territory. For now it seems the tension has been defused. However the frequent tense stand-off does not augur well for the relation between two nations. They will have to find out long term solution, so that such incident does not occur again. The two countries stand to gain much if they maintain peaceful relation at the border.

Biased reporting

Dear Editor,

I want to drop some words through your esteemed daily. Few write-ups in your newspapers are anti non-APST which is very much un-ethical and racially discriminating. We shout if our boys are targeted in other states. Don’t you ever realize that we are doing the same thing in our state?

If a non-APST beggar is seen taking some help from us then why are you pointing that out alone?  

Our local boys harass some Non-APST citizens and businessmen. Why don’t you write against them?

Are your reporters biased?

We agree with your reporting “train ticket is not a valid identity instead of ILP”.

My point is that we also go to other parts of India, then why cannot people from other states come to our state?  All of you know that Media is a fourth pillar of the society. Being a society builder, kindly don’t try to provoke our youngsters. It’s a request from a senior citizen. We should learn good things from other states and should not permit negative things in our states.

I don’t know whether you will publish this letter. But if you are not biased, publish my views.

APPSC and controversy are synonymous

Dear Editor,

Through your esteemed daily, I would like to express my resentment over the present deplorable condition of the APPSC.

For last couple of years the APPSC has been plagued with a series of controversies thanks to RTI act and print media for exposing the misdeeds of the commission. It seems that the APPSC and controversy have become synonymous over years!

The controversies with the APPSC every now and then bears testimony to the fact that the present members of the commission is either incorrigible or incompetent to protect the sanctity of constitutional body.

Thus, owning moral responsibility for the fiasco, the chairman and its members of the commission should resign from their respective posts. And a new commission should be constituted comprising people with proven track record of integrity and competency so that people’s faith in the institution is restored.

Law is equal to everyone

Dear Editor,

The conviction of Tamil Nadu chief minister Jayalalithaa in the disproportionate assets case by a Special Court in Bangalore is a significant vindication of a vital constitutional principle - that rule of law be upheld for all citizens including persons in high profile office. Too often have members of political class managed to get away with abuse of power, betraying the trust of the people who voted them to office.

 She has been convicted under the Prevention of corruption Act, in consequences; she stood disqualified as MLA and lost her position as Chief Minister.

This conviction must be lesson to political class as well as to the public servant and to those people who seek to amass wealth through illegal means especially in state like Arunachal Pradesh. 

Remember that rule of law is equal to everyone and one day you will be haunted for your wrong doing.

We are doing our best

Dear Editor,

I would like to clarify that on 25/09/2014 in The Arunachal Times, one  Kipa Hipik, claiming to be  G/Secretary of Banderdewa Bazaar Welfare Committee (BBWC) mentioned that the municipal corporation and the Department of Highway is not doing their work in the B/Dewa market area.

It is totally baseless and false statement. Reality is that the municipal corporation is doing their best in maintaining the cleanliness & beautification in the Banderdewa Market area and the Highway departments. We are trying to restore the drainage system in the Banderdewa area, for which they are working day & night and the restoration is almost complete.

For your kind information, i would like to add that Banderdewa Bazaar Welfare Committee (BBWC) is defunct since 2009.
